Telecoms regulators and government agencies from the UK, US, Canada, Australia and New Zealand have issued a joint statement on closer cooperation on telecoms security and resilience, following meetings hosted by Ofcom in London on 4–6 November 2025. The five governments point to increasingly interconnected networks and global threats, including state-sponsored activity, as grounds for coordinated action.
Work streams
The statement sets out four work streams. First, annual meetings to exchange information on security challenges and regulatory developments. Second, closer cooperation on network reliability, integrity and security, including preventing exploitation of resources such as Global Titles. Third, sharing intelligence on emerging fraud techniques such as SMS blasters and on the risks and opportunities of AI in telecoms. Fourth, promoting best-practice defences by reference to international standards such as Privileged Access Workstations (PAWs), and collaborating on supply-chain security for subsea cables and radio-frequency devices.
Signatories
The signatories are Ofcom (UK), the Federal Communications Commission (US), Innovation, Science and Economic Development (Canada), Australia’s Department of Home Affairs, and New Zealand’s National Cyber Security Centre. Implementation work begins immediately, with annual reconvening.
