Five eyes regulators pledge closer telecoms security cooperation
Telecoms regulators and government agencies from the UK, US, Canada, Australia, and New Zealand have issued a joint statement committing to tighter cooperation on telecoms security and resilience, following meetings hosted by Ofcom in London on 4–6 November 2025. The partners cite increasingly interconnected markets and global threats, including state-sponsored activity, as the driver for coordinated action.
Works streams for the five national telecoms regulators
The statement sets out four workstreams:
- annual convenings for information exchange on security challenges and regulatory developments;
- enhanced cooperation on network reliability, integrity and security, including preventing exploitation of resources such as Global Titles;
- sharing intelligence on emerging fraud techniques like SMS blasters and on the risks and opportunities from AI in telecoms; and
- promoting best-practice defences, referencing international standards such as Privileged Access Workstations (PAWs), plus collaboration on supply-chain security for subsea cables and radio-frequency devices.
Signatories are Ofcom (UK), the Federal Communications Commission (US), Innovation, Science and Economic Development (Canada), Australia’s Department of Home Affairs, and New Zealand’s National Cyber Security Centre. The group will begin implementation work now and reconvene annually.
